Nebuchadnezzar (https://store.steampowered.com/app/1157220/Nebuchadnezzar/) seems to be a nice recent game in the same style. I played the f out of those when I was a PC only player. Emperor: Rise of the Middle Kingdom is still my favorite in this genre by a mile.
