I'm probably overthinking it, but I think swapping the blue and red (and making the stars yellow) would help sell it as PRC vs the betsy ross design:

I tried that but it looks too much like the PLA Navy flag, unfortunately. Even with red stripes instead of blue, it doesn't look enough of a crossbreed.
