Because why? Flea meds/treatments are not prohibitively expensive. Besides it seems questionable at best (cruel at worst) to bathe a creature which licks itself to stay clean in fucking SPICES.
It's turmeric, not chili powder.
But yeah, it's still dumb unless the turmeric is a lot cheaper than proper flea medicine.
I will say the good flea medicine is actually fairly expensive
I imagine, they wash the spices out with water afterwards. I doubt the discolored hair taste of anything.
