Searching around, seems they were used as a safety backup for the regular hood latch on racing cars since the hoods would open up.

Rant. I hate google. Hate-hate-hate-hate. I need to google google. I had to spend a couple of highly annoyed minutes to get the following quote in a meaningful context. And it ended up being for something else.

It was only being held by the leather straps as the mechanics had forgotten to use the sprung metal clips.
