Yeah the pre-capitalism bit oozes unseriousness. All these methods were very explicitly carried out by imperialist powers after capitalism essentially saturated their domestic markets and they set out to conquer foreign markets. Nothing about these methods is "pre-capitalism"

Perhaps a more apt phrase would be the end of neoliberal globalization. That was the ultimate streamlining of capitalist exploitation of the third world. And that is what is coming to an end as alternate powers emerge from the third world.
