I was confused as hell when I saw this YT clip earlier today, and had to go watch the Voyager episode, which I'd originally missed. Very cool how they brought back Takei (Sulu), Whitney (Rand) and Ansara (Kang) for this ep, 30yrs after TOS debuted.

The three together really helped make the premise work!

I don't know why it got such a lukewarm reaction here. It's one of the rare-ish meetings between both generations and iterations of the ST shows. Oh well...
