Just Re-Entering the job market and I'm de-sloppifying my resume.

Overall it's reasonably solid. Much nicer than most of the 250+ resumes I've looked at in the past couple weeks. I'd consider dropping down to a single page, you can trim any experience over 10 years (your linked in will provide that level of history).
Good work trying to show impact. I'd drop the tech skills section and instead try to work all those terms into our experience, since that also gives the context about how fresh it is. Consider adding github link if you have anything to show.
Make sure it parses cleanly into an ATS. You can use jobscan for that, or just find an application form that let's you upload a pdf to autofill their fields. It's gross, but every bit helps.
