they took money away from the firefighters to overarm their police, then decided to use prison labour to fight the fires.

Hey, I'm pretty sure this is the opening scene to a show on Netflix. Can't remember what it was called because I didn't enjoy it, but that was actually how I ended up discovering this is even a thing
