That seems pretty distant, but for an honest-to-god General Strike 4+ years of planning seems more reasonable than those annoying flyers about striking a month out.
No strike is serious without being able to last long enough to threaten the bottom line, and no strike lasts very long without a huge amount of long term, outside support beyond the picket line.
