Maybe not for a normal state but that's clearly not true of apartheid states. Simply enfranchising those that are disenfranchised by apartheid changes the nature of the state in its entirety, the end of apartheid would mean the end of the zionist entity.
Apartheid states exist because they could not exist without being an apartheid. It is the real on the ground material conditions that forces them to operate as an apartheid in order to exist.
