No.

No, it means that that particular denomination, that particular church or family of churches has had a historically super majority black membership.

Congregations like this are very common in the US south.

As a result of slavery and racism leading to blacks being forced out of many white congregations, black christians started their own churches.

Like uh, less Michael Jackson, more Martin Luther King Jr.

Throw in about 125 years of majority black churches prior to the SCLC's founding in the 1950s, and yeah, there is a whole history of churches with their roots in being formed as places of worship that wouldn't threaten to lynch an attendee for being the 'wrong' skin color.

Its the roughly the same thing with a 'historically black' college or university: many of those were founded because other colleges were historically racist, would not allow black americans to attend, so they made their own colleges.
